Pencarian MH17 ditangguh kerana isu keselamatan: PM Belanda

THE HAGUE: Pakar antarabangsa menangguhkan pencarian mayat di lokasi kemalangan MH17 Rabu ekoran isu keselamatan yang semakin meruncing di timur Ukraine, ujar Perdana Menteri Belanda Mark Rutte.

"Tidak masuk akal untuk meneruskan repatriasi dengan cara ini," kata Rutte di sidang media di The Hague.

Rutte berkata ketegangan yang meningkat antara Kiev -- yang menentang puak pemisah pro-Rusia di kawasan tersebut -- menyebabkan keadaan menjadi amat tidak selamat untuk meneruskan pencarian mayat mangsa.

"Australia dan Malaysia serta Organisasi Keselamatan dan Kerjasama bersama kami dalam isu ini," Rutte berkata.

"Kami telah lakukan apa yang terdaya buat masa ini," katanya.

Rutte turut mengumumkan sebuah pesawat membawa sebahagian besar barangan peribadi mangsa – termasuk album gambar, barang kemas, kamera, komputer riba, pasport dan anak patung – dijangka tiba di Belanda pada Khamis.

Sebanyak 298 penumpang dan anak kapal terbunuh apabila pesawat Boeing 777 yang terbang dari Amsterdam ke Kuala Lumpur ditembak jatuh kira-kira tiga minggu lalu.

Amerika Syarikat menuduh pihak pemberontak menembak jatuh pesawat malang tersebut menggunakan misil darat ke udara yang berkemungkinan dibekalkan pihak Rusia, namun Moscow dan puak pemberontak pula menyalahkan pihak tentera Ukraine.

Isnin lalu, pakar dari Malaysia buat kali pertama menyertai polis Belanda dan Australia melakukan pencarian mayat mangsa di lokasi kejadian.

Setakat ini, 228 keranda berisi mayat telah diterbangkan ke Belanda di mana proses mengenal pasti mayat mangsa dilakukan.

Siasatan terhadap kemalangan udara tersebut sering kali tertangguh akibat persengketaan di wilayah bergolak itu.

"Kami terpaksa menghentikan misi pada ketika ini, tetapi kami akan teruskan sebaik sahaja keadaan membenarkan," menurut Menteri Luar Belanda Frans Timmermans di laman Facebook-nya.

MELBOURNE: Flags flew at half mast Thursday as Australia held a national day of mourning for those killed in the MH17 crash in Ukraine, a day after experts suspended the search for body parts.

Australia lost 38 citizens and residents, including children, when the Malaysia Airlines (MAS) plane from Amsterdam to Kuala Lumpur was downed over eastern Ukraine on July 17, killing all 298 on board.

Church bells chimed around the country as a memorial service was held at St Patrick's Cathedral in Melbourne, chosen as 16 of the Australians who died were from Victoria state.

Grieving families were joined by dignitaries including Prime Minister Tony Abbott and Governor-General Sir Peter Cosgrove.

"Today is a national day of mourning and we will remember the 298 innocent people who died on Flight MH17," Abbott said ahead of the service.

"We grieve for all of them, but particularly for the 38 who called Australia home. Today we remember them and we will honour them."

Australia has committed hundreds of police, defence and other officials to the task of repatriating the Australians who perished in Ukraine but suffered a setback when the search was called off on Wednesday.

Dutch Prime Minister Mark Rutte said a deteriorating security in eastern Ukraine meant the mission could no longer operate safely.

So far, 228 coffins with human remains have been flown to The Netherlands, which suffered the most casualties in the crash.

Former Australian defence force chief Angus Houston, who is coordinating the Australian response to the disaster, said the teams on the ground had achieved much of what they set out to do.

"When search and security conditions improve, we will conduct a final inspection to ensure that we have recovered all identifiable remains," he said in a statement.

"We are committed to honouring the victims of flight MH17 and seeking to give their loved ones the closure they deserve."

GRABOVE: Shelling on Saturday forced international experts to abandon part of the crash scene of the downed Malaysia Airlines jet in east Ukraine as sniffer dogs working elsewhere on the vast site helped uncover the remains of more victims.

Seventy Dutch and Australian police investigators were back for a second day to scour the wreckage strewn over some 20 square kilometres (eight square miles) but members from the probe team hurriedly left a village where some debris was lying after mortar fire nearby.

"We heard at a distance of approximately two kilometres incoming artillery from where we were and that was too close to continue," said Alexander Hug, deputy chief monitor with the Organisation for Security and Cooperation in Europe (OSCE) mission in Ukraine.

"It was close enough to decide to leave. The artillery impact was very loud and the ground was shaking."

Government troops and rebels battling across the war-torn region had pledged to halt fighting around the rebel-held site of the downed Flight MH17 site and Hug said the visit to the village of Petropavlivka had been agreed with both sides.

Closer to the main impact site, Dutch police experts said they managed to recover an unspecified number of remains after deploying two sniffer dogs to help comb through the fields of debris, over two weeks after the plane was shot down killing all 298 people on board.

The perilous security situation highlights the difficulties facing investigators as they try to recover remains and then puzzle together what happened, a grim task that those in charge say could take some three weeks.

The United States accuses insurgents of blowing the airliner out of the sky with a surface-to-air missile likely supplied by Russia, while Moscow and the rebels have pointed the finger at the Ukrainian military.

More than 220 coffins have already been sent back to the Netherlands, which lost 193 citizens in the July 17 crash, but more body fragments remain lying out in the cornfields where the plane came down.

Australian Prime Minister Tony Abbott welcomed the experts gaining access after they were blocked by days of fighting but warned that the search operation would be "a long and slow process".

- 'Humanitarian catastrophe' -

Across the rest of the region the violence that has claimed some 1,150 lives since mid-April raged on.

Ukraine's military said its positions continued to come under heavy fire and that separatists had hit an army drone with a missile similar to the one they say downed MH17.

No new casualties were reported though since an ambush overnight Thursday in a town 25 kilometres (15 miles) from the crash site left 14 people dead, including at least 10 soldiers.

Government forces have made major gains over the past month and say they are getting close to cutting off the main rebel stronghold of Donetsk from the Russian border and a second insurgent bastion of Lugansk.

The fighting has taken a heavy toll on civilians and the mayor in the besieged industrial hub of Lugansk warned that the city was "on the verge of a humanitarian catastrophe" as electricity failed and water and fuel ran low.

- International fallout -

The shooting down of the Malaysia Airlines plane refocused world attention on the conflict and pushed the United States and European Union into imposing the toughest sanctions against Moscow since the Cold War.

In a telephone call with Russian leader Vladimir Putin on Friday, US President Barack Obama expressed his "deep concerns" about Moscow's increased support for the separatist fighters.

Obama said he hoped Putin would heed international pressure to defuse the crisis and help Russia's economy stave off the threat of recession caused by the sanctions.

"But sometimes people don't always act rationally," Obama warned.

The Kremlin said the two leaders had agreed that the standoff was "not in the interest of either country".

Putin -- who views Ukraine's pivot westwards as a fundamental threat to Russia -- lashed out at the latest punitive measures as "counterproductive", damaging bilateral cooperation and international stability.

Some EU diplomats have warned that the sanctions could actually embolden Putin by convincing him he has nothing to lose by going all-in over the Ukraine crisis.

Stoking those fears, the Pentagon and NATO have said Russia was continuing to reinforce its military presence along the border with Ukraine.

Militan Pro-Rusia mengaku menembak jatuh penerbangan MH17

KUALA LUMPUR: “Pegawai kami memberitahu bahawa kami menembak sebuah pesawat Kiev. Kami ingatkan kami mencari juruterbang Ukraine yang dikatakan sempat menyelamatkan diri, tetapi kami menemui mayat-mayat orang awam.”

Itu pengakuan yang dibuat oleh seorang anggota militan pro-Rusia dari Unit Kombat Oplot kepada akhbar Itali Corriere della Sera pada Rabu.

Menurut laporan portal tersebut, mereka menerima arahan untuk bergegas ke sebuah lokasi menggunakan sebuah lori dipenuhi muatan senjata dan peluru sejurus selepas satu letupan kedengaran di udara.

Mereka diberitahu bahawa pasukan mereka telah menembak jatuh sebuah pesawat milik puak fasis Kiev.

“Objek-objek putih kelihatan berterbangan di udara. Kami mungkin perlu bertempur untuk mengumpulkan objek-objek terbabit.” ujar anggota Oplot terbabit yang enggan mendedahkan namanya serta nama sekutunya.

Dia turut memberitahu bahawa ketika mereka mencari payung terjun di tanah dan pokok, dia menemui mayat seorang kanak-kanak perempuan yang berusia tidak lebih dari lima tahun.

“Mayat itu tertiarap. Ia sangat mengerikan. Itulah ketikanya saya sedari bahawa pesawat yang ditembak itu ialah sebuah pesawat komersial dan bukan pesawat tentera.

Semua mangsa ialah orang awam. Beberapa beg pakaian mengesahkan jangkaan saya.” tambahnya.

Unit Oplot ini telah berada di lokasi nahas sejak tragedi itu berlaku.

Menurut portal Corriere della Sera, mereka bagaimanapun tidak menunjukkan rasa bersalah apabila mengeluarkan kenyataan bahawa bukan mereka sahaja yang menembak jatuh pesawat terbabit serta tidak mempunyai senjata yang mampu mencapai ketinggian pesawat itu.

“Jenayah ini dilakukan oleh penjahat yang menerima arahan daripada kerajaan Kiev. Salah seorang pejuang mereka mungkin menembak jatuh MH17,” kata mereka.

Pengkuan ini dibuat selepas lima hari pemimpin puak pemisah pro-Rusia Igor Girkin memuat naik di laman sosial bahawa mereka terlibat dengan nahas terbabit dan mereka yang menembak jatuh pesawat malang itu.

Muat naiknya berbunyi: “Kami telah menembak jatuh sebuah AN-26, ia kini berada di sekitar ‘Progress’. Kami telah memberi amaran kepada kamu – jangan terbang di ‘ruang udara kami’.  Ini video pengesahan ‘kejatuhan burung’ itu.”

Muat naik itu bagaimanapun dipadam setelah pesawat yang ditembak jatuh itu merupakan sebuah pesawat komersial yang dinaiki orang awam.

Sistem Pelancar Peluru Berpandu Tembak MH17 Berjaya Dirakam

SEBUAH sistem pelancar peluru berpandu BUK M2 yang didakwa telah menembak jatuh pesawat MH17 berjaya dirakam di kawasan pangsapuri era Soviet di Torez, Ukraine selepas beberapa jam nahas itu berlaku.

Sistem penggempur yang mempunyai empat peluru berpandu itu kelihatan diselimut ketika gambar dirakam kira-kira lebih 10 kilometer dari lokasi kejadian.

Peralatan menembak pesawat milik puak pemisah pro-Rusia itu didakwa sedang dilarikan ke Rusia pada Jumaat.

Penggempur udara, BUK M2 yang didakwa sedang dilarikan ke Rusia selepas menembak jatuh MH17 di Torez yang terletak kira-kira 10 kilometer dari lokasi nahas.

Menurut laporan dailymail.co.uk, ketika gambar dirakam, dua daripada empat peluru berpandunya telah digunakan dan ia dipercayai menembak jatuh pesawat MH17.

Dalam nahas udara pada Khamis, seramai 298 penumpang dan anak kapal maut apabila pesawat yang dalam perjalanan dari Amsterdam ke Kuala Lumpur ditembak jatuh di Timur Ukraine.

Perbuatan tidak bertanggungjawab itu didakwa dilakukan oleh puak pemisah pro-Rusia yang menawan Donetsk.

Sementara itu, Pakar Pentagon mendakwa, mustahil bagi pihak puak pemisah untuk melancarkan peluru berpandu berkenaan jika tidak dibantu oleh tentera Rusia.

Dia juga menyifatkan tindakan itu sesuatu yang kejam kerana mengorbankan orang awam yang tidak mempunyai kaitan dengan perbalahan tersebut.

Kiki Kamaruddin, Wanita Mengamuk Mohon Maaf secara Terbuka

Selepas menerima kecaman daripada pengguna media sosial, Kiki Kamaruddin iaitu wanita yang didakwa mengamuk terhadap seorang lelaki warga emas akhirnya tampil memohon maaf secara terbuka.

Permohonan maaf terhadap pesara berumur 67 tahun yang menjadi mangsa makiannya di khalayak ramai serta seluruh rakyat Malaysia itu dimuat naik di lamanFacebook rasmi, Kiki Kerja Kahwin.

“Please spread the words of my sincere apologies to all Malaysian about my actions. (Tolong sebarkan permohonan maaf ikhlas saya ini kepada semua rakyat Malaysia mengenai tindakan saya),” tulis Kiki.

                                                       Antara komen Kiki yang dimuat naik di Facebook Kiki Kerja Kahwin.

Selain itu Kiki berharap tindakan kasarnya termasuk mengugut warga emas tersebut dengan pengunci stereng tidak dikaitkan dengan syarikat perunding perkahwinan miliknya.

“That’s not my intention. That’s my personal mistakes and anger. Kerja Kahwin Sdn Bhd had nothing to do with my actions. I’m alone to be blame in this event. (Itu bukan niat saya. Ia adalah kesilapan peribadi dan kemarahan saya. Kerja Kahwin Sdn Bhd tidak mempunyai apa-apa kaitan dengan tindakan saya. Saya sahaja perlu dipersalahkan dalam hal ini),” katanya.

Kiki secara tiba-tiba menjadi terkenal apabila rakaman video berdurasi 2.33 minit yang memaparkan dia dikatakan sedang mengamuk terhadap seorang warga emas mula tersebar di Internet sejak semalam.

Dia dikatakan mengamuk selepas menyedari keretanya jenis Peugeot 208 dilanggar secara tidak sengaja oleh warga emas itu dari arah belakang. Wanita itu juga dikatakan mengetuk kereta lelaki berkenaan dengan menggunakan pengunci stereng serta mengeluarkan kata-kata kesat dan mendesaknya membayar ganti rugi sebanyak RM2,000.

Bagaimanapun menerusi status lain, Kiki berkata tindakannya tidak salah di sisi undang-undang kerana lelaki warga emas itu tidak membuat laporan polis berhubung kelakuan kasarnya.

“Uncle already forgive me. Uncle did not lodge any police report. I haven’t been interrogate by any police officer. (Pakcik sudah memaafkan saya. Pakcik tidak membuat apa-apa laporan polis. KUALA LUMPUR: "Kalau kita tak jumpa dekat sini, kita jumpa di Padang Mahsyar," itulah kata terakhir Mohd Afif Tambi Jiee, seorang daripada mangsa nahas pesawat MH17 sebelum meninggalkan rumah sewanya di Petaling Jaya untuk bercuti bersama keluarga di Kazakhstan.

Rakan serumahnya Khairil Azwan, 21, berkata beliau tidak menyangka itu adalah ungkapan terakhir Afif, 19, selepas peperiksaan akhir pengajian asasi di Taylor's University.

"Yang saya ingat sekali bila kali terakhir jumpa, dia nak keluar rumah dan kemas barang macam nak pergi lama padahal cuti asasi kejap sahaja dan bila saya tanya kenapa kemas banyak barang, dia diam saja," katanya kepada pemberita selapas majlis bacaan tahlil anjuran Taylor's University di sini pada Isnin.

Khairil berkata Afif seorang kawan yang baik dan banyak memberi nasihat kepadanya.

"Dia banyak nasihat saya tentang dunia dan akhirat, cara pemikirannya juga sangat matang, jadi dia bukan jenis kawan yang biasa, Afif seorang kawan yang sukar dicari," katanya dengan sebak.

Afif, anak sulung daripada empat beradik, menamatkan pengajian asasinya dalam bidang arkitek di universiti swasta itu dan beliau sepatutnya memulakan pengajian ijazah pertamanya pada Ogos ini.

Sementara itu, seorang lagi kawan Afif, Nadine Saedah Nasaruddin, 19, terkejut mendengar tragedi itu yang telah mengorbankan rakan sekelasnya dan amat sukar baginya menerima pemergian kawan yang dianggap sebagai seorang yang sangat periang.

"Beliau mempunyai penampilan yang menawan, dia pelawak dalam kumpulan kami, dia buat semua orang ketawa sepanjang masa, jika anda bersedih, dialah yang akan menceriakan anda dan dia selalu berfikiran positif.

"Saya akan merindui teks rambangnya, saya kehilangan seseorang yang sangat rapat walaupun saya mengenali beliau hanya setahun tetapi saya rasa seperti telah mengenalinya bertahun-tahun," katanya.

Dalam nahas itu, Mohd Afif bersama ayahnya Tambi Jiee, 49, ibunya, Ariza Ghazalee, 46, dan tiga lagi adik beliau - Mohd Afzal, 17, Marsha Azmeena, 15, dan Mohd Afruz, 13, dalam perjalanan balik dari Kazakhstan.

Bapanya bekerja dengan syarikat Shell di negara itu sejak tiga tahun lepas dan baru mendapat kebenaran untuk bertugas di Kuala Lumpur.

MH17: Ke Amsterdam untuk penuhi hajat mangsa, luah bapa mangsa nahas

 MH17: Keluarga Md Ali Md Salim akan ke Amsterdam 

 

PUTRAJAYA: Keluarga Md Ali Md Salim, seorang daripada penumpang pesawat Malaysia Airlines (MAS) MH17 yang nahas di Ukraine, akan ke Amsterdam, Belanda secepat mungkin selepas mendapat tawaran dari MAS untuk melihat jenazah di sana.

Bapa Md Ali, Md Salim Sarmo, 65, berkata beliau akan ke sana bersama isteri, Junaidah Basiran, 62; dua anaknya Mohd Zaki, 38; dan Noryasimah, 23; serta seorang rakan baik mangsa, Mohamad Azuwa Mohamed, 25, selepas segala urusan selesai.

Beliau berkata mereka sekeluarga bersetuju untuk ke sana juga sebagai memenuhi hajat arwah sebelum ini yang ingin membawa beliau dan isteri melancong ke Amsterdam bagi melihat tempatnya belajar.

"Kami sekeluarga sudah tidak memikirkan untuk menyambut hari raya di kampung halaman sendiri, yang penting hajat arwah dapat ditunaikan.

"Kami akan menguruskan urusan pasport secepat mungkin. Kemungkinan kami ke sana sebelum raya," katanya kepada pemberita selepas mendengar taklimat dari pihak MAS di Hotel Marriot di sini hari ini.

Mengenai taklimat tersebut, Md Salim berkata pihak MAS menawarkan empat wakil dari setiap penumpang MH17 untuk ke Amsterdam bagi melihat jenazah mangsa buat kali terakhir sebelum dibawa pulang ke Malaysia.

"Setiba jenazah di Lapangan Terbang Antarabangsa Kuala Lumpur (KLIA) anggota keluarga diberi pilihan untuk membawa jenazah terus ke tanah perkuburan atau pulang ke rumah untuk saudara mara serta kenalan memberi penghormatan terakhir.

"Dan kami sekeluarga membuat keputusan untuk membawa pulang jenazah ke rumah kami di Muar, Johor terlebih dahulu sebelum dikebumikan," katanya.

Md Ali anak ke keempat dari lapan adik beradik mengikuti pengajian peringkat Doktor Falsafah (PHD) dalam bidang Development Neuropsycho Patology di Erasmus Universiti Rotterdam, Belanda.

Beliau berada dalam Penerbangan MH17 itu, yang terhempas semasa dalam perjalanan dari Amsterdam ke Kuala Lumpur, di Donetsk, Timur Ukraine, berhampiran sempadan Rusia pada Khamis.

Pesawat Boeing 777 itu membawa 298 orang - 283 penumpang dan 15 kru.

Pembentangan Usul Mengenai Tragedi Malang Yang Menimpa Pesawat MAS, MH17 Pada 17 Julai 2014, Di Bawah Peraturan 27(3), Peraturan-Peraturan Majlis Mesyuarat Dewan Rakyat
Tuan Yang Dipertua,

1. Kira-kira jam 11 malam, pada hari Khamis 17 Julai 2014, bersamaan 19 Ramadan 1435 Hijrah, satu tarikh yang tidak akan luput dalam ingatan, apabila saya menerima panggilan daripada Pengerusi Malaysian Airlines, Tan Sri Md Nor Yusof, berkaitan MH17.

2. Ternyata, belum pun reda tragedi MH370, kini peristiwa tragik MH17 berlaku tanpa diundang.

3. Bahawa, atas ketentuan Ilahi jua, satu peristiwa tragik telah berlaku. Dunia secara umum dan khususnya kita rakyat Malaysia, telah dikejutkan dengan tragedi tidak terduga, apabila pesawat komersial Boeing 777-200 Malaysia Airlines penerbangan MH17 dari Amsterdam ke Kuala Lumpur diberitakan terhempas.

4. Dalam tempoh kurang 2 jam, saya telah tiba di bilik operasi MAS KLIA, bersama beberapa orang Menteri. Kami diberi taklimat daripada pihak pengurusan MAS tentang apa yang berlaku. Setelah itu, tanpa berlengah, saya tidak putus-putus menghubungi dan dihubungi oleh beberapa pemimpin dunia antaranya Presiden Obama dari Amerika Syarikat, Perdana Menteri Mark Rutte dari negara Belanda dan Presiden Ukraine Petro Poroshenko tentang musibah yang terjadi.

5. Selepas itu, lebih kurang pukul 2 pagi, saya telah membuat keputusan segera untuk menghantar pasukan khas ke kawasan bencana tersebut.

6. Akhirnya, sekitar jam 5 pagi, saya telah mengadakan sidang akhbar khas, untuk memaklumkan kepada rakyat Malaysia dan seluruh dunia, tentang apa sebenarnya yang sedang berlaku pada ketika itu.

7. Untuk makluman dewan yang mulia ini, penerbangan tersebut berlepas kira-kira jam 12.15 tengahari waktu tempatan, dijadualkan tiba di KLIA pada jam 6.10 pagi waktu Malaysia. Pesawat itu membawa sejumlah 298 orang, yang terdiri daripada 283 penumpang dan 15 anak kapal. Seramai 43 orang daripadanya merupakan warganegara Malaysia termasuklah 2 orang bayi.

8. Pihak Malaysian Airlines turut mengesahkan menerima makluman daripada Pusat Kawalan Trafik Udara atau ATC, Ukraine yang ia terputus hubungan dengan pesawat MH17 pada pukul 10.15 malam waktu tempatan, kira-kira 50 kilometer dari sempadan Rusia-Ukraine.

9. Justeru, bagi mewakili pihak Kerajaan dan rakyat Malaysia, saya menzahirkan perasaan amat dukacita, rasa sangat sedih dan kepiluan yang amat sangat terhadap tragedi yang menimpa penumpang-penumpang serta anak-anak kapal pesawat MH17.

10. Lanjutan itu, ucapan takziah dan belasungkawa serta simpati yang sangat mendalam juga, terutama kepada kepada seluruh anggota keluarga, rakan taulan dan kenalan mangsa-mangsa tragedi. Adalah diharapkan semoga mereka semua terus cekal dan tabah dalam menempuh dugaan yang amat berat lagi mencabar ini.

11. Dalam hal ini, kita juga telah memutuskan pada 18 hingga 21 Julai 2014 lalu, Kerajaan telah mengisytiharkan panji-panji negara yakni jalur gemilang, dikibarkan separuh tiang di seluruh negara.

12. Kepada yang beragama Islam, marilah kita sedekahkan Ummul Kitab Al-fatihah dan kepada yang beragama lain, kita bertafakur sejenak.

Fakta-Fakta Mustahak

13. Beberapa fakta penting yang perlu diperincikan dalam dewan yang mulia ini.

14. Fakta pertama: Jumlah mangsa yang terkorban. Bagi makluman semua, Malaysia Airlines telah menyenaraikan kewarganegaraan penumpang dan anak kapal pesawat MH17 yang terlibat dengan insiden ini. Senarai kemaskini pada 18 Julai 2014 berdasarkan pecahan warganegara yang dikenal pasti adalah seperti berikut:

Belanda- 192 orang
Malaysia- 43 orang (termasuk 15 anak kapal dan 2 bayi)
Australia- 27 orang
Indonesia- 12 orang (termasuk seorang bayi)
United Kingdom- 10 orang (termasuk 1 dwi-kerakyatan UK/Afrika selatan)
Jerman- 4 orang
Belgium- 4 orang
Filipina- 3 orang
Amerika- 1 orang (dwi kerakyatan Amerika/Belanda)
Kanada- 1 orang
New Zealand- 1 orang

Ini menjadikan kesemua mangsa yang terkorban berjumlah 298 orang, terdiri daripada 283 penumpang dan 15 anak kapal. Ini termasuk 83 orang kanak-kanak dan 3 bayi yang tidak berdosa.

15. Fakta kedua: Laluan Penerbangan MAS diperakui selamat. Berkaitan laluan penerbangan yang digunakan oleh MAS pula, perlu saya jelaskan, bahawa laluan penerbangan yang direntasi pesawat MH17 ini merupakan laluan yang diperakui selamat dan diluluskan oleh International Civil Aviation Organization atau Pertubuhan Penerbangan Awam Antarabangsa ICAO, serta negara Ukraine yang ruang udaranya turut dijadikan laluan penerbangan. Tambahan lagi, Persatuan Pengangkutan Udara Antarabangsa atau IATA juga telah menyatakan ruang udara yang direntasi pesawat itu adalah laluan udara yang selamat.

16. Sebagai contoh, lima belas daripada 16 syarikat penerbangan dalam Persatuan Penerbangan Asia Pasifik turut menggunakan laluan ini untuk ke Ukraine. Syarikat penerbangan Eropah juga menggunakan laluan sama dan merentasi ruang udara yang sama. Malah, beberapa jam sebelum nahas, beberapa pesawat penumpang syarikat penerbangan dari beberapa negara Asia turut menggunakan laluan yang sama.

17. Untuk makluman juga, menurut Wall Street Journal, yang memetik laporan dari Eurocontrol, terdapat 400 penerbangan komersial, termasuk 150 penerbangan antarabangsa dilaporkan merentasi ruang udara Timur Ukraine setiap hari. Malah, 2 hari sebelum berlakunya tragedi ini, sebanyak 75 penerbangan dari pelbagai syarikat penerbangan yang berbeza turut menggunakan laluan yang sama, sepertimana laluan yang digunakan oleh Pesawat MH17. Lagi pula, ketika pada hari kejadian itu juga, juruterbang Pesawat MH17 tidak menerima sebarang arahan untuk menukar laluan penerbangan.

18. Fakta ketiga: Fizikal dan Teknikal Pesawat MAS berkeadaan baik. Berkait soal keadaan fizikal serta teknikal pesawat pula, pada awal pagi 18 Julai 2014 lalu, MAS telah mengeluarkan kenyataan dan mengesahkan bahawa pesawat MH17 berada dalam keadaan baik. MAS turut mengesahkan semua sistem pesawat berfungsi seperti biasa, terutamanya Aircraft Communications Addressing And Reporting System (ACARS) dan transponder pesawat.

19. Fakta keempat: Undang-Undang Antarabangsa. Tindakan menembak jatuh pesawat ini, bukan sahaja perbuatan yang sangat zalim, malah bertentangan serta melanggar prinsip sepertimana yang ditetapkan oleh undang-undang antarabangsa melalui Convention on International Civil Aviation atau lebih dikenali sebagai Chicago Convention dan diiktiraf oleh Majlis Keselamatan Pertubuhan Bangsa-Bangsa Bersatu atau PBB dalam Resolusi 1067 (1996).

20. Dalam hal ini, PBB telah sebulat suara menerima pakai resolusi bagi mendesak puak pemisah memberi akses tanpa halangan ke tempat kejadian di mana pesawat MH17 terhempas di Ukraine. Ia juga mendesak agar semua kegiatan ketenteraan, termasuk oleh kumpulan bersenjata, dihentikan serta-merta di sekeliling kawasan terbabit dengan insiden berkenaan, bagi membolehkan penyiasatan antarabangsa dilakukan dengan selamat.

21. Sehubungan itu, saya juga telah mengarahkan Peguam Negara untuk mengkaji perkara ini dengan mendalam dan teliti, bagi memastikan sebarang tindakan yang akan diambil oleh Malaysia kelak, berlandaskan serta selaras dengan undang-undang antarabangsa yang terpakai dalam hal keadaan sebegini.
Tuntutan dan Gesaan Malaysia

Tuan Yang Dipertua,

22. Sebagai makluman Ahli-Ahli Yang Berhormat, pada 17 Julai 2014, iaitu beberapa jam selepas pesawat MH17 terhempas, pegawai di Amerika Syarikat dan Ukraine mendakwa pesawat tersebut telah ditembak jatuh di Timur Ukraine.

23. Jika benar dakwaan tersebut berlaku, kita mengutuk sekeras-kerasnya tindakan yang tidak berperikemanusiaan, tidak bertamadun, biadap dan bersifat ganas lagi tidak bertanggungjawab oleh pihak yang dipercayai menembak jatuh pesawat malang MH17.

24. Namun demikian, buat masa ini, kita tidak menuding jari kepada mana-mana pihak, sehinggalah bukti benar-benar sahih dapat diperolehi.

25. Saya difahamkan bahawa kawasan berlakunya kejadian tersebut, telah dikuasai serta dikawal oleh kumpulan pemisah. Namun demikian, saya merasa agak marah dan kecewa disebabkan oleh dua perkara iaitu:

Perkara pertama: Apabila saya dimaklumkan bahawa mereka tidak menghormati kawasan tragedi kemalangan itu sebagai kawasan larangan serta tidak mengikut atau mematuhi piawai amalan antarabangsa untuk mempastikan bahan-bahan bukti tidak hilang dan tidak tercemar.

Perkara kedua: Kelewatan dalam mengendalikan tragedi itu, yang menyebabkan kegagalan memberi penghormatan dan menjaga maruah mayat-mayat mangsa yang sepatutnya mereka terima.

26. Di samping itu juga, Malaysia menggesa ICAO, selaku penjaga keselamatan penerbangan awam sedunia, untuk mengeluarkan resolusi yang mengutuk sekeras-kerasnya serangan ke atas pesawat MH17, sebagaimana yang telah dibuat terdahulu dalam kes penembakan pesawat udara yang lain.

27. Tambahan pula, perbuatan menembak jatuh pesawat komersial MH17 ini, suatu tindakan sangat zalim dan merupakan jenayah yang sangat kejam dan sangat ganas.

Tuan Yang Dipertua,

28. Seperti yang dinyatakan dalam Annex 13, Konvensyen ICAO, Kerajaan Ukraine perlu bertanggungjawab untuk menjalankan siasatan yang membawa kepada berlakunya nahas itu. Laporan kemaskini siasatan perlu diberikan kepada keluarga terdekat sepertimana tertakluk di dalam garis panduan ICAO.

29. Semestinya, Malaysia akan menawarkan sokongan penuh tidak berbelah bahagi untuk terlibat sama dalam siasatan ini. Untuk makluman, Menteri Pengangkutan Malaysia, Yang Berhormat Dato' Sri Liow Tiong Lai dan Menteri Luar, Dato’ Sri Anifah Aman antara yang telahpun berada di Kiev, Ukraine.

30. Oleh yang demikian, Malaysia juga mengalu-alukan gesaan untuk siasatan oleh badan bebas antarabangsa mengenai nahas itu, dan mendesak semua pihak untuk bekerjasama bagi memastikan siasatan itu dapat diselesaikan. Kita menuntut dan menyokong siasatan antarabangsa yang bebas dalam tragedi ini. Pihak yang bertanggungjawab terhadap berlakunya tragedi ini perlu dibawa dan dihadapkan ke muka pengadilan.

31. Berkait dengan itu, pada jumaat lalu, kita telah menghantar sebuah pesawat yang membawa satu pasukan khas sejumlah 133 orang, terdiri daripada pasukan SMART, pegawai-pegawai teknikal, kumpulan perubatan dan Jakim ke kawasan bencana. Satu Pasukan Penyiasatan Khas juga terdiri daripada wakil dari Malaysia, Belanda, Britain dan Amerika Syarikat telah dibentuk.

32. Kepada ahli keluarga dan waris mangsa nahas pula, MAS telah pun menghantar seramai 40 kakitangannya ke Amsterdam untuk memberi bantuan dan sokongan moral kepada ahli keluarga mangsa.

33. Selanjutnya, saya juga telah menerima banyak panggilan daripada pemimpin-pemimpin dunia yang memberi sokongan dan simpati serta berjanji akan menghulurkan pertolongan dalam apa jua bentuk yang terdaya. Tentunya, bagi pihak Kerajaan dan rakyat Malaysia, saya merakamkan berbanyak-banyak terima kasih atas sokongan mereka dan masyarakat dunia kepada Malaysia.

Tuan Yang Dipertua,

Kejayaan Tiga Persetujuan

34. Ketahuilah, secara prinsipnya apa telah dilakukan ke atas mayat mangsa adalah perbuatan yang salah, namun, setidak-tidaknya hasil perundingan dengan ketua kumpulan pemisah, kita berjaya mengurangkan kerosakan yang lebih besar.

35. Lantas, tidak semua tindakan perlu kita hebahkan. Dengan izin, “sometimes we must work quitely in the service of a better outcome” yakni, adakalanya kita mesti bekerja secara senyap dalam perkhidmatan demi mendapatkan keberhasilan yang lebih baik, terutama ketika berhubung dengan ketua kumpulan pemisah, dengan nawaitu dan hasrat murni bagi memastikan mangsa-mangsa dapat dikembalikan serta diberi penghormatan untuk disemadikan, meskipun masanya sudah berlalu.

36. Alhamdulillah, pada hari Isnin 21 haribulan Julai 2014 yang lalu, dalam keadaan yang sukar, saya terpaksa mengambil keputusan berisiko, demi kepentingan mayat-mayat mangsa tragedi dan untuk mendapatkan kepastian serta realiti sebenar tentang apa yang telah berlaku.

37. Dalam hal ini, saya telah berunding dengan Alexander Borodai, iaitu Ketua Pemisah Pro-Rusia, kerana kawasan berkenaan dikuasai oleh mereka. Hasil rundingan tersebut telah berjaya mencapai tiga persetujuan iaitu:

i) Pertama: Kesemua mayat mangsa MH17 yang ditemui, yang dianggarkan berjumlah 282, telah dibawa dari Torev ke bandar Kharkiv di Ukraine dengan menaiki keretapi, sebelum diterbangkan ke Amsterdam dengan diiringi oleh enam anggota pasukan penyelamat Malaysia pada jam 1 pagi, hari Selasa 22 Julai 2014 dan telah sampai pada pukul 11.00 pagi waktu tempatan. Selepas kerja-kerja forensik yang akan dilakukan di Amsterdam, kesemua mayat rakyat Malaysia akan dibawa pulang ke tanahair dengan seberapa segera. Saya lakukan perkara-perkara ini dan akan berusaha sedaya mungkin, sebab saya sudah berjanji sewaktu bertemu dengan keluarga mangsa, seboleh-bolehnya menjelang syawal ini, semua mayat mangsa dapat disemadikan dengan selamat. Barulah damai dan tenteram hati-hati pihak keluarga korban tragedi.

ii) Kedua: Dua kotak hitam pesawat MH17 telah diserahkan kepada pasukan Malaysia di Donetsk, pada pukul 9 malam, hari Isnin 21 Julai 2014, waktu Ukraine, untuk dijadikan hak milik Malaysia. Tanpanya, agak sukar untuk kita meneruskan siasatan. Kotak hitam tersebut telah diserahkan kepada pasukan penyiasat yang diketuai oleh negara Belanda dan akan dihantar ke London untuk siasatan lanjut.

iii) Ketiga: Semua anggota penyiasat bebas antarabangsa diberi akses masuk dan jaminan keselamatan ke lokasi nahas untuk melakukan siasatan komprehensif terhadap tragedi MH17. Namun begitu, perkara tersebut belum lagi menjadi kenyataan sepenuhnya.

Solidariti dan Perpaduan

Tuan Yang Dipertua,

38. Hakikatnya, inilah takwim yang sungguh bertragis bagi kita. Meskipun begitu, pada saat dan detik-detik sukar lagi amat menduga di bulan Ramadan inilah kita semestinya memperkukuhkan lagi solidariti dan semangat perpaduan sesama kita, demi menghadapi semuanya ini. Insya Allah.

39. Tiada kata-kata yang dapat melukiskan kesedihan. Tiada umpama yang dapat menjadi ganti kehilangan insan yang dikasihi. Maka itu, demi menghadapi waktu-waktu sukar ini, tidak kira apa latar belakang politik dan agama, kita sewajibnya bersatu hati sebagai satu negara, 1Malaysia.

40. Sehubungan itu, janganlah membuat spekulasi yang boleh mengaibkan mangsa dan keluarga mangsa. Ini bukan masanya untuk kita berwenang-wenang di sosial media menceritakan sesuatu yang barangkali faktanya tidak tepat atau tidak sahih.

41. Pada kesempatan ini, saya ingin merakamkan ucapan terima kasih kepada Ketua Pembangkang dan Ahli Yang Berhormat Gelang Patah serta ketua-ketua parti lain, kerana tampil memberi kenyataan yang menyifatkan tragedi MH17, seumpama pembunuhan beramai-ramai dan pembunuhnya mestilah dibawa ke muka pengadilan.

42. Meskipun begitu, dalam masa kita masih diselubungi perasaan dukacita dan kesedihan yang amat sangat, kita sesekali tidak pernah lupa tentang nasib buruk yang menimpa saudara seakidah kita rakyat Palestin di bumi Gaza, telah mengorbankan banyak nyawa yang tidak berdosa, akibat kekejaman serta kezaliman. Oleh itu, kita mendesak supaya gencatan senjata dilakukan serta merta.

Penutup

Tuan Yang Dipertua,

43. Jelasnya, walaupun banyak ikhtiar yang telah kita lakukan, namun masih ada lagi tugasan yang perlu diselesaikan. Walaupun masih getir dan mencabar serta menempuh pelbagai rintangan, kita tidak sekali-kali akan berhenti separuh jalan.

44. Lantaran itu, kita menggesa penyiasatan mestilah dilakukan oleh sebuah pasukan bebas bagi menyiasat punca-punca pesawat MH17 terhempas. Beberapa persoalan yang inginkan jawapan segera seperti adakah ia ditembak dengan peluru berpandu, angkara siapa, siapa bekalkan persenjataan, apa motif mereka sebenarnya?

45. Lanjutan, adakah ia ditembak secara terancang, dengan niat menjatuhkan pesawat komersial atau kesilapan yang tidak disengajakan? Pasti semuanya ini, perlukan bukti yang jelas dan benar-benar sahih.

46. Walau apa pun yang dilakukan, ini tidak akan dapat mengembalikan apa yang telah hilang. Bayangkan bagaimana anak yang berusia setahun membesar tanpa kasih sayang ayahnya iaitu Ahmad Hakimi Hanapi, seorang pembantu juruterbang, yang menjadi mangsa korban dalam tragedi ini. Tambah memilukan, ibunya pula telah kehilangan suami.

47. Bagaimana pula nasib dan masa depan Amarpal Singh, alangkah gundah hatinya sebagai seorang pelajar perubatan, di mana kos pengajian selama ini, telah ditanggung oleh ayahnya yang menjadi mangsa tragedi ini?

48. Cuba fikirkan betapa leburnya hati seorang nenek, Jamillah Noriah Abang Anuar, dari Kuching, Sarawak yang kehilangan 6 ahli keluarga tersayangnya.

49. Bak kata pepatah, berat mata memandang, berat lagi bahu memikul. Secara peribadi, saya merasai apa yang mereka alami apabila nenek tiri saya sendiri merupakan salah seorang daripada mangsa tersebut.

50. Berkait insiden itu juga, tambah memilukan, dunia telah kehilangan sekumpulan pakar saintis yang terlibat dalam penyelidikan berkaitan AIDS dan HIV, sedang dalam perjalanan untuk menghadiri Persidangan AIDS Antarabangsa di Australia.

51. Sebenarnya, banyak lagi kisah-kisah yang tidak dapat saya utarakan di sini. Sebagai contoh, negara Belanda telah kehilangan sejumlah 192 rakyatnya dalam tragedi MH17. Jumlah ini sangat besar berdasarkan nisbah peratusan penduduk negaranya.

52. Sebab itu, saya berpendirian bahawa pergolakan geo-politik ini tidak menguntungkan sesiapa. Ini hanya menyebabkan manusia semakin menderita apabila kehilangan orang tersayang dan dunia pula kehilangan insan-insan berwibawa.

53. Justeru, kepada keluarga mangsa tragedi MH17, usahlah merasa bimbang, kerana selagi jawapan belum ketemu, selagi itulah kita tidak berhenti mencari kebenarannya. Sesukar dan sepayah mana pun, keadilan yang dituntut, pasti akan kita kembalikan kepada keluarga mangsa.

Tuan Yang Dipertua,

54. Sesungguhnya jua, let us walk through this difficult time together. Marilah kita jalani tempoh-tempoh dan waktu-waktu yang payah ini bersama-sama, bersatu dalam kesedihan. Moga-moga yang Maha Berkuasa memberi bantuan dan pencerahannya agar ada cahaya penyelesaian di hujung.

55. Atas segalanya, sempena keberkatan dan hari-hari akhir ramadan al-mubarak ini, banyakkanlah berdoa dan berharap agar Allah SWT memberi bantuan serta pertolongan, dalam ikhtiar-ikhtiar kita mencari penyelesaian. Mengambil iktibar mafhum pengertian surah Al-Insyirah, pada setiap kesukaran itu pastinya ada hikmah-hikmah menanti yang telah ditetapkan oleh Maha Pencipta. Dalam segala kudrat manusia, kepada Allah kita membuat segala penyerahan dan mengembalikan segala urusan.

MH17: Najib guna ‘diplomasi rahsia’ capai persetujuan negara lain tak mampu lakukan.

 Perdana Menteri Datuk Seri Najib Razak menggunakan “diplomasi rahsia” dengan pemberontak pro-Rusia untuk mencapai satu persetujuan bagi mendapatkan kembali mayat mangsa dan kotak hitam dari lokasi pesawat MH17 terhempas, lapor Sydney Morning Herald (SMH) hari ini.

Sementara pemimpin negara lain mencemuh puak pemisah mendakwa mereka bertanggungjawab atas insiden itu Khamis lepas, Najib “berhati-hati menolak” dan tidak turut sama menyalahkan mereka, katanya.

Sebaliknya, kata SMH, Najib berunding dengan ketua pemberontak Alexander Borodai mencapai satu persepakatan “yang tidak mampu dicapai oleh negara yang lebih berkuasa, termasuk Rusia.”

Di bawah perjanjian itu, kotak hitam dari pesawat MAS itu diserahkan kepada pegawai Malaysia hari ini selepas mesyuarat selama dua jam antara rombongan dari Malaysia dengan Borodai.

Kotak hitam itu boleh membekalkan maklumat penting saat akhir MH7 sebelum ia ditembak di timur Ukraine, kawasan yang dikuasai pihak pemberontak.

Najib juga berkata malam tadi, mayat 282 penumpang MH17 akan diterbangkan ke Amsterdam bersama enam anggota pasukan Malaysia menggunakan pesawat Belanda Hercules C130 untuk proses pengecaman.
SMH melaporkan, Najib dikritik kerana tidak menyalahkan puak pemisah, dan kemarahan meningkat terhadap cara pengurusan mayat penumpang yang 43 daripadanya adalah warga Malaysia.

Mayat penumpang dilaporkan sudah mula mereput dan pekerja krew keselamatan bekerja di bawah pemerhatian penuh kumpulan pemberontak.

Namun, tanpa diketahui, Najib berunding dengan Borodai, yang dilaporkan berkata hanya akan menyerahkan kotak hitam itu dan mayat kepada Malaysia.

Beberapa menteri dari negara ini termasuk Menteri Pengangkutan Datuk Seri Liow Tiong Lai berada di Kiev untuk berunding, membolehkan pasukan penyiasat memasuki kawasan nahas.

“Ada ketikanya saya ingin menyuarakan kemarahan sama seperti dirasai rakyat Malaysia. Saya merasai perkara itu, namun kita perlu bekerja dengan senyap untuk memberikan keputusan yang lebih baik.

“Hati saya dekat dengan mereka yang kehilangan anggota keluarga mereka,” katanya, dan menambah, persetujuan yang dicapai hari ini akan memberikan laluan untuk penyelesaian isu ini.

Beliau berkata ketika sidang media khas awal hari ini, perjanjian itu dibuat dengan niat yang baik dan puak pemisah juga memberikan kerjasama penuh mereka.

Najib berikrar akan membawa pulang mayat warga Malaysia minggu ini, penghujung bulan Ramadan sebelum menjelangnya Aidilfitri.

Ekoran insiden pesawat MH17, sejumlah 537 nyawa hilang dalam tragedi nahas udara dialami Malaysia termasuk kehilangan pesawat MH370 yang berlaku kurang lima bulan lalu.

1. Hari ini kita mendapat maklumat yang sangat berharga dan boleh dipercayai tentang apa yang sebenarnya berlaku di ground zero berhampiran bandar Torez di Donetsk, lokasi pesawat MH17 jatuh terhempas.

2. Maklumat berharga ini bukan daripada CNN, BBC, FoxNews, Moscow Daily, The Guardian, The Telegarph atau mana-mana media Barat yang terkenal di dunia ini. Dan bukan juga daripada President Barrack Obama atau President Vladimir Putin.

3. Tetapi maklumat ini datangnya daripada DS Najib Razak, Perdana Menteri Malaysia.

4. Setelah rakyat Malaysia dan seluruh dunia dimomokkan dengan pelbagai laporan berita media Barat tentang apa yang berlaku di timur Ukraine, akhirnya kita tahu bahawa sebahagian besar daripada laporan berita tersebut tiada kredibilitinya dan ditokok tambah untuk menyedapkan hati paymaster mereka.

5. Hari ini, Najib Razak telah berjaya menutup mulut ramai pengkritik beliau apabila beliau membawa berita yang dinanti-nantikan tentang MH17.

6. Perdana Menteri berkata :

  . Baki 282 mayat yang ketika ini berada di Torez, akan dipindahkan ke Kharkiv menggunakan keretapi di mana akan diserahkan kepada wail daripada negara Belanda. Keretapi itu akan bertolak petang ini (waktu Ukraine) dan turut disertai oleo 6 wakil Malaysia daripada pasukan Penyelamat. 

. Mayat-mayat tersebut akan diterbangkan ke Amsterdam menggunakan C130 Hercules milik Belanda. 

. Jika diperlukan, proses forensik akan dijalankan dan selepas itu mayat-mayat warganegara Malaysia akan diterbangkan pulang.

· Jam 9 malam ini (waktu Ukraine), 2 kotak hitam MH17 akan diserahkan kepada pasukan Malaysia di Donetsk.

· Penyiasat antarabangsa bebas akan dijamin untuk akses yang selamat di lokasi kejadian untuk memulakan penyiasatan penuh.

. Najib Razak menegaskan bahawa, walau pun perjanjian telah tercapai, mash ada lagi beberapa langkah yang diperlukan sebelum ianya selesai

7. Segala perjanjian di atas tercapai apabila Najib Razak bercakap dengan Alexander Borodai, pemimpin yang dirujuk sebagai 'who is in command of the region where the tragedy occurred' oleh Najib Razak.

8. Pemilihan ayat oleh Najib Razak apabila memperkenalkan Alexander Borodai jelas menunjukkan skil diplomasi Najib Razak yang patut dipuji kerana tidak memihak mana-mana negara. Alexander Borodai dilabelkan sebagai self-proclaimed Perdana Menteri kepada self-proclaimed Republik Rakyat Donetsk oleh media Barat. Thumbs up.

9. Satu lagi kenyataan yang tampak senang tetapi sebenarnya mengenakan tekanan kepada Alexander Borodai (in a good way) ialah apabila Najib Razak berkata, "setakat ini, Borodai dan orang-orangnya telah memberikan kerjasama". Dan Borodai akan terus 'memberi kerjasama untuk membuktikan janji mereka boleh dipakai. Thumbs up.      

10.  Selain daripada keberhasilan skil diplomasi Najib Razak itu, perjanjian itu juga telah mengaibkan banyak agensi media antarabangsa terutamanya media Barat. Thumbs up.

11. Sebelum ini mereka melaporkan kononnya kotak hitam MH17 di bawa atau berada di Moscow supaya bukti dalam kotak hitam itu tidak diketahui oleh pihak lain.

KUALA LUMPUR: Ketua pasukan pakar antarabangsa Jan Tuinder yakin bahawa hanya ada 200 mayat di Kharkiv, Ukraine dan turut yakin bahawa lebih banyak jasad akan ditemui sebaik sahaja beg yang mengandungi cebisan anggota diperiksa sepenuhnya.

Jurucakap Pertubuhan Keselamatan dan Kerjasama Eropah (OSCE), Michael Bociurkiw berkata terdapat cebisan mayat yang tidak diambil.

Namun begitu, menurut pemantau antarabangsa, sesetengah cebisan mayat tidak dapat dibawa kerana sudah mula reput dan ditinggalkan di tempat kejadian di timur Ukraine.

Daripada 298 yang terbunuh selepas MH17 terhempas pada 17 Julai lalu, 193 ialah warga Belanda.
Kesemua mauat tersebut akan diterbangkan ke Belanda yang sebelum ini mengutuk cara mayat penumpang MH17 itu diuruskan di Ukraine.

Malaysia pula menyifatkan tindakan menghalang pasukan penyiasat masuk ke kawasan nahas sebelum ini sebagai tidak berperikemanusiaan.

Air operators around the world last night imposed a no fly-zone over Ukraine as questions grew over why passenger jets were still flying over the war zone three months after pilots were warned to avoid it.

Flights were urgently re-routed around the region potentially putting hours onto scheduled journeys and causing delays.

However, aviation safety authorities in the United States and Europe warned pilots in April about potential risks flying in or near Ukraine airspace.

The U.S. Federal Aviation Administration issued a "special notice" regarding Ukrainian airspace advising airlines to "exercise extreme caution due to the continuing potential for instability."

International aviation agencies in April also had warned pilots and airlines to avoid the Ukranian airspace.

 

 

Aviation experts last night said operators continued to fly across the zone because it was the quickest and therefore cheapest route for some flights.

A former head of group security at airports group BAA claimed last night suggested that cost was a factor in the decision to use Ukranian airspace.

Norman Shanks, who is also a professor of aviation security at Coventry University, said: "Malaysia Airlines, like a number of other carriers, have been continuing to use it because it is a shorter route, which means less fuel and therefore less money.

"I expect the area will be declared a no fly-zone and aircraft will have no choice but to take a different, longer route.”

The emergency measures followed the apparent shooting down of the Malaysia Airlines plane over eastern Ukraine, killing more than 300 people.

The outrage immediately raised questions over why commercial flights were using a region where attacks on aircraft have been rife.

In the last week alone two Ukrainian military aircraft were shot down and a third was damaged by a missile.
Last night a Department for Transport spokesman said flights, including those already airborne, were being routed around the region.

“Pilots around the world have been advised to plan routes that avoid the area by Eurocontrol, the European organisation for the safety of air navigation,” a spokesman said.

Virgin Atlantic said it had “slightly diverted” two flights, one from Heathrow to Dubai route and one on the Mumbai to Heathrow route.

Turkish Airlines said all of its flights would now avoid Ukrainian airspace.

British Airways said only one flight a day used that airspace, the Heathrow to Kiev service.

A spokesman said: “The safety and security of our customers is always our top priority.

“We are keeping those services under review, but Kiev is several hundred kilometres from the incident site.”
It is understood passenger jets continue to cross volatile regions because operators believe they fly at a high enough altitude to not be at risk of attack.

It was for these reasons that commercial airliners continued to fly over Iraq and Afghanistan during prior conflicts without much hesitation, although it has been reported that the US Federal Aviation Administration has recently told carriers to avoid the nearby region of Crimea.

The Malaysian Airliner was reportedly travelling at an altitude of 33,000 feet – a height considered by those within the industry to be completely safe.

Military jets typically fly at much lower altitudes, meaning it would be hard to misinterpret an airliner at such height for a threat, while many ground-based weapons would not reach such an altitude.
On Monday a Ukrainian military transport plane carrying eight people was hit by a missile fired from Russian territory killing two of those on board.

On Wednesday a Ukrainian Air Force fighter was also hit by a missile forcing the pilot to eject the aircraft.
Earlier that day another Su-25 was hit by a rebel missile but the pilot landed the plane successfully with relatively slight damage.

An industry source told The Telegraph: “The belief was that a plane could not be shot down at that altitude, which is why aircraft continue to fly over zones that have wars going on.”

David Kaminski-Morrow, air transport editor of Flightglobal magazine, added: “Any decision about the opening or closing of Ukrainian airspace will be a matter for the Ukrainians. It could well be that part or all of that airspace will now be closed.”

The incident involving MH17 is not the first occasion on which a civilian airliner has been shot down over a war zone.

On July 2, 1988, an Iran Air 655 Airbus was hit by the US Navy ship Vincennes at an altitude of 14,000 feet, causing the deaths of all 290 people on board, after being mistaken for a military aircraft.

16.05 The International Committee of the Red Cross considers Ukraine to be in a state of civil war, AFP reports.

16.00 Chancellor Angela Merkel demanded the EU impose rapid sanctions including economic penalties against Russia on Wednesday.

The move underlines Germany’s growing exasperation with President Vladimir Putin’s failure to investigate the shooting down of flight MH17, Tony Paterson reports.

Berlin government spokesman Georg Streiter told reporters that Mrs Merkel considered that rapid EU sanctions against Russia were necessary because Moscow had shown no interest in investigating the background to the air disaster. 
 

Government sources said the German leader wanted the initial EU economic sanctions to be imposed against the first Russian firms on Thursday. 
 
Germany maintains that the Russian secret service agents are running the pro-Russian separatist groups in the Ukraine and that Moscow has failed to use its influence to curb their actions
“We are unable to conclude that the Kremlin is interested in a thorough inquiry, “said Mr Streiter.
A spokeswoman for the Berlin Foreign Ministry added; “ Russia has promised a great deal but failed to deliver”. She said Berlin’s message to Moscow was “ So far but no further”.
 
15.55 In the statement from the Ukrainian foreign ministry, Kiev says "the jet fighters of the Ukrainian Armed Forces were not in the airspace before, at and immediately after the crash of the Malaysian civilian aircraft".
"Since the start of the CTO, the Ukrainian Armed Forces have never used any anti-aircraft missiles."

15.50 The Dutch Safety Board is also reviewing decision-making processes concerning flight routes and availability of passenger lists, Reuters reports.

15.48 The hearses are now on their way to Hilversum with a police escort.

15.46 AFP is reporting that the missiles that took down two Ukrainian fighter jets in the volatile east of the former Soviet state were fired from Russia, Ukraine's National and Security Council said.
"According to preliminary information, the rockets were launched from Russian territory," the council said in a statement, adding the Su-25 jets were flying at an altitude of 5,200 metres.

15.45 In a statement, the Ukrainian foreign ministry said:
On July 21, search operations at the crash site were fully completed. The units of the state service on emergencies of Ukraine discovered 282 dead bodies and 87 fragments that belonged to 16 other bodies.
International experts’ examination of the crash site is complicated by the fact that Russian military experts under the guise of civilians have already inspected the crash area.
 
15.43 German Chancellor Angela Merkel is calling for rapid imposition of sanctions against Russia including economic, reports Tony Paterson in Berlin. 
In a statement, the German foreign ministry said: "We've had enough."

15.42 Professor David Royds, a forensic expert from Australia's University of Canberra, said that the victims not immediately killed when flight MH17 would not have suffered, reports Bruno Waterfield.
"Flying at more than 10km above the ground, the mid-air explosion would have caused the cabin temperature to drop to minus 50C with a sudden drop of air pressure and loss of oxygen,” he said.
“That extremely cold environment would have rendered the passengers unconscious within seconds. It’s very unlikely the passengers would have suffered, there would have been no time to worry.”
 
15.38 The bodies continue to be taken to the hearses where they will then go to Hilversum to start the formal identification process.

15.36 The Dutch Safety Board has said its investigators have not been able to visit the crash side because their safety is not guaranteed but the team is investigating whether the aircraft's boxes may have been manipulated, Reuters reports.

15.33 Meanwhile, as the bodies are taken to the hearses, the Dutch Safety Board says it has taken formal charge of the MH17 crash investigation.
According to Reuters an international team of 24 will investigate the crash.

15.27 The first of the 40 bodies has just been placed inside the hearse, ready to take it from Eindoven to Hilversum for identification and eventual repatriation, Harriet Alexander reports.
The sight of the planes coming finally to land was immensely moving. The planes taxied to a position in front of where the King, Queen, Prime Minister and relatives were waiting.
We can't see them from here - screens have been put up - but we are told around 1,000 family members are there.
The last post was played and the whole airfield fell silent.
Then the military personnel began carrying the coffins from the planes to the awaiting hearses.
It has been a dignified end to a chaotic and traumatic journey.
 
15.24 The investigation will be undertaken by individuals from many countries including the UK, Malaysia, The Netherlands and others. Sky News report the families of two British victims are also at Eindhoven airport.

15.17 As the coffins are taken to each hearse, Harriet Alexander reports from Eindhoven airport. The first victim's body has been unloaded onto the hearse.

15.15 The first of the coffins is being carried out and taken towards the hearse.

15.12 The hearses are arriving to take the bodies of the victims one by one to Hilversum.

15.09 The families are kept away from the cameras, and a screen to ensure they can grieve in private, Sky News says.

15.07 There is now a minute's silence after the Last Post was played. Flags fly at half-mast to honour the victims at Eindhoven airport.

15.04 The 40 victims will be taken to Hilversum, a military medical facility, where they will work to formally identify the remains. This is a process which the Dutch PM has said could take weeks or even months.
The UK is sending out nine disaster victim identification personnel to help with the process, according to Sky News.
 
15.01 Sky News has said more than 1000 relatives are also at the airport to greet the arrival of the bodies, which they have been waiting for for several days.

15.00 Those greeting the arrival of the planes including the Dutch Prime Minister Mark Rutte as well as King Willem-Alexander and Queen Maxima.
This is an important moment for the nation which lost 193 of its citizens in the crash last week.

14.58 The Dutch Hercules C-130 plane landed first followed shortly by the Australian Boeing C-17 plane. Five bodies will be carried out at a time from the planes, according to the reports.

14.54 Dignitaries are making their way to the tarmac to take a seat for the last post and there will be a minute's silence at 4pm local time (3pm in the UK).
Trains and planes will stop nationwide before bodies are unloaded and each coffin is put into a hearse - one coffin per car, Harriet Alexander reports.
Bells are rung across The Netherlands and at the airport to remember the victims. Today is a day of national morning in the country.

14.50 The second plane has touched down at the airport, in which there are 24 bodies, according to Sky News.

There are only 40 bodies on these planes, according to Sky News, and there will be more on their way later in the week.

14.45 Lodewijk Hekking, spokesman for the Ministry of Security and Justice, has just told Harriet Alexander and other reporters at Eindhoven airport that the two planes are currently mid air en route from Ukraine, and are expected to land at 15.50.

They are carrying 40 bodies, whose nationalities are unknown.
There will be a minute's silence at 4pm. Trains and planes will stop nationwide.
The bodies will then be unloaded and each coffin put into a hearse - one coffin per car - to be driven to Hilversum with a police escort around the hearse convoy.
Out on the tarmac, hundreds of cameras await. The flags - representing the countries which lost citizens - are flying at half mast.
 
14.32 Russia has accused Ukraine of manipulating data held by its air traffic authorities concerning the crash, according to AFP. Russian foreign ministry spokesman Alexander Lukashevich said in a statement:
According to the latest information, Ukrainian security forces, without notifying international organisations, are engaged in some secret work with the databases and personnel of Ukrainian air traffic services, both military and civilian.
"That clearly goes against the goal of an objective and unbiased investigation."
Instead of helping the probe into the crash in eastern Ukraine that killed all 298 people on board of the Boeing 777, Kiev is "planting absurd, unfounded accusations against Russia on a daily, hourly basis".

14.24 As tensions and emotions run high in the Netherlands, Pieter Broertjes, the mayor of the city of Hilversum, called for Vladimir Putin's daughter to be deported from the Netherlands this morning, according to the Guardian.
In a radio interview, he said Maria Putin, 29, who lives with her Dutch boyfriend in Voorschoten should be thrown out of the country.
But the mayor apologised on Twitter for his remarks, describing them as "not wise" but said "they stemmed from a feeling of helplessness that many will recognise".

It comes after De Telegraaf reported that Ukrainian Twitter users were calling for a peaceful protest where she lived. Putin has two daughters, Maria and Yekaterina, whom the Guardian reports have never been officially photographed as adults.

14.10 Reverse gas flows from the European Union to Ukraine had fallen because of opposition from Russian gas producer Gazprom, Ukrainian Energy Minister Yuri Prodan said.
Ukraine - which consumes around 50 billion cubic metres of gas annually - has increased its efforts to secure more gas from the European Union after Gazprom raised prices for its supplies in a dispute.
"Reverse gas supplies are reduced at present. This is linked to certain actions by Gazprom," Prodan told Reuters and other reporters, adding Ukraine first saw a decrease two weeks ago.

14.04 Reuters report the International Committee of the Red Cross said all sides in Ukraine's civil war must protect civilians and take what measures they can to search for those killed on the downed Malaysian airliner and ensure their bodies are returned to their families,
In a statement on Wednesday, the ICRC said international law required warring parties to distinguish between military targets and civilian objects and to protect the civilian population, the wounded, former combatants and detainees.
"These rules and principles apply to all parties to the non-international armed conflict in Ukraine, and impose restrictions on the means and methods of warfare that they may use," ICRC director of operations Dominik Stilhart said.

14.02 The EU should not give Russia technical help to develop Arctic oil and gas fields if Moscow does not help to defuse the Ukraine crisis, EU Energy Commissioner Guenther Oettinger said, according to Reuters. At a news conference he said:
"If they don't try for peace in the east of Ukraine ... If they don't decisively try to do something to prevent escalation, then there is no reason for us to help promote the growth of their industry and develop new resources for gas and oil and therefore to put this equipment on the list of sanctions.
"The Russians see offshore oil and gas in the Arctic, for example, as a good potential for the future. But this can only be developed by hardware and software from the West, by drills and ... equipment that their industry cannot supply."
 
13.49 Pro-Russian rebels shot down two Ukrainian fighter jets in eastern Ukraine today just days after the downing of Flight MH17, a Ukrainian military spokesman told AFP.
"Two Sukhoi Ukrainian fighter jets have been shot down. The fate of the pilots is not known," spokesman Oleksiy Dmytrashkivsky said, adding the planes were brought down some 25 kilometres (16 miles) from the crash site of MH17.
But a second military spokesman said the jets had been downed at a different location by rockets fired by insurgents. The two pilots managed to parachute out, he said.
"Today in the south of the Lugansk region close to the village of Dmytrivka, pro-Russian fighters shot two Su-25 jets from a missile system," spokesman Vladislav Seleznev said.
"The pilots took evasive action ... but the planes were hit," he said.

13.46 In a sign of how far Germany's approach to sanctions has shifted since the downing of MH17, Justin Huggler reports on what German politicians have said recently.
"The economic view is not the decisive factor," Angela Merkel's vice-chancellor and economics minister Sigmar Gabriel said.
Until now Germany has been wary of the effect harsher sanctions against Russia may have on its own economy.
Mr Gabriel said he now expects tougher sanctions to be imposed, and that the Russian economy will "be affected to a much greater extent than the European".
Frankfurter Allgemeine Zeitung reports it is possible even major Russian energy companies like Gazprom, which supplies around 25 per cent of the EU's gas, could be targeted by new sanctions.
"The Europeans are running late and have almost created a vacuum," said the chairman of the Budestag's foreign affairs committee, Norbert Röttgen.
 
13.44 Linda Wouters, from Eindhoven, had organised a collection among her colleagues at an office delivery firm to buy a large bouquet for the site.
"I'm a very emotional person and I've been feeling so sad about this tragedy," she said.
"This feels like the right thing to do.

13.40 More from Harriet Alexander at Eindhoven airport where one woman laid flowers in memory of her boyfriend's aunt, Ninik Yuriane, who died in the crash.
"She was always laughing," she said, after laying a single pink rose by the entrance to the base. 
 

Mrs Yuriane, 75, was flying to Kuala Lumpur to visit her mother, who lived in Asia.
"She was very kind, very sweet. She was very loved."
And she said that the ceremony, to be held at 4pm today with the King and Queen, was welcomed.
"It's good to know that we're not alone," she said.
 
13.30 Harriet Alexander has spoken to individuals laying floral tributes at Eindhoven airport in memory of those killed in the crash and where the bodies are due to arrive at 4pm local time.
Outside the gates of Eindhoven airport, beneath an old military display plane painted in the Dutch colours, people had begun laying piles of flowers.
"It was the only thing I could think of doing to show my sympathy and support," said Lisette Kaptein, 42, from Eindhoven.
"I travel a lot too, and so this could easily have been me." 
 
13.25 Leading German politicians have called for Russia to be stripped of hosting the next football World Cup in response to the shooting down of Flight MH17, reports Justin Huggler in Berlin.
Russia is due to host the Fifa World Cup in 2018, but in the home of reigning world champions Germany there are growing calls for the competition to be moved as punishment for Vladimir Putin’s role in the downing of the airliner.
“If President Putin doesn’t back down and continues to fuel the crisis, the taboo must end on removing the World Cup from Russia in 2018,” the domestic policy spokesman of Angela Merkel’s CDU party group in parliament, Stephan Mayer, said.
The party group’s vice-chairman, Michael Fuchs, suggested the competition could be held jointly in Germany, France and Italy instead.
“If Putin does not become actively involved in the investigation of the plane crash, the Football World Cup 2018 in Russia is unimaginable,” said Peter Beuth, the Hesse interior minister, who chairs the conference of sports ministers from Germany’s various states.
“Firstly, the safety of players and fans cannot be gauranteed” in Russia, said Bernd Fabritius, an MP. “And secondly, a country that behaves like a rogue state should not be rewarded with such an international media event.”
 
13.09 Germany’s press has reacted furiously to EU leaders’ failure to announce tough sanctions on Russia yesterday – quite a role reversal from the country that only a few months ago was seen as chief opponent of harsher measures against Vladimir Putin, reports Justin Huggler in Berlin.
“Is the EU only for outrageous inaction?” the mass-market tabloid Bild asks in its headline, adding “A Russian rocket kills 298 people – yet the EU bows to Putin”.
“Outrage yes, no consequences” is the headline on Spiegel’s website.
Süddeustche Zeitung runs a scathing comment piece headlines “Threaten, threaten, but do nothing”, which lambasts French president Francois Hollande for going ahead with the sale of a Mistral warship to Russia: “The French president makes his country ridiculous and the EU with it”. 
 
12.55 The jets were Sukhoi-25 fighters, and were shot down at 1.30pm local time (11.30am UK) on Wednesday, according to Ukraine's defence ministry.
The planes are believed to have been carrying up to two crew members each, according to defence ministry spokesman Oleksiy Dmitrashkovsky.

12.46 Pro-Russian rebels have shot down two Ukrainian fighter jets, according to a Ukrainian military spokesman.
The two planes were down near Savur Moglia in eastern Ukraine, Reuters reported.
Savur Moglia is in the Shakhtars'k region, east of the city of Donetsk.

12.10 More details on the black boxes' arrival in the UK from AFP:
AAIB experts were set to go through the information from the cockpit voice recorder, which should give them hours of pilots' conversations, as well as study the contents of the flight data recorder.
It is thought the AAIB will be able to send details of their findings to the Dutch authorities within 24 hours - giving experts in the Netherlands further information about the doomed Boeing 777 jet's last moments. 
 
11.30 The first plane to leave Kharkiv this morning carried 16 coffins. A second transporter will carry a further 24 later this afternoon. Dutch officials have said the transfer of victims' bodies to the Netherlands may not be complete until Friday.

11.19 Boris Johnson has responded to criticism over a £160,000 tennis match paid for by the wife of Russian billionaire, a former finance minister of Vladimir Putin.

Boris Johnson and David Cameron will pull out of the match with the Russian “geezer” if he turns out to be one of Vladimir Putin’s cronies, Mr Johnson has pledged.
Labour have demanded that the Conservative party return thousands of pounds in donations from Russian oligarchs.
They have questioned the Prime Minister’s intention to go ahead with the match, auctioned off to the wife of Vladimir Chernukhin, Vladimir Putin’s former deputy finance minister.
Mr Johnson told Sky News: ““I think you’ve got to do stuff that actually hits Putin and his government where it hurts, make a real difference to their attitude.
“They have volunteered me to play tennis with some geezer and it is very, very important that full checks are carried out to make sure that this is not somebody who is an intimate of Putin or a crony, and we are doing that at the moment.”
The criticism comes amid calls for tougher sanctions on Russia following the MH17 disaster, especially Vladimir Putin's "cronies" and "oligarchs", from the prime minister (see 10.47). 
Moscow has been blamed for arming pro-Russian separatists who are thought to have shot down the plane.

11.08 Ben Farmer has filed this dispatch from Kharkiv airport, where the first 16 coffins have been loaded onto the first flight home.
A second plane is expected to follow shortly:
After days of chaos and disrespect for the victims of flight MH17, at last a moment of dignity.
Carried on the shoulders of an honour guard of Ukrainian troops, four plain coffins were symbolically loaded onto a Dutch military Hercules transporter for another leg of the long journey to their families.
The bodies of the Malaysia Airlines crash have faced neglect, disrespect and even reportedly looting, but this morning the Ukrainian government was determined to give them a dignified ceremony.

“I am not sure if the people who fired the missile know anything about dignity or the cost of human life,” Volodymyr Groysman, the country’s deputy prime minister told a small crowd at Kharkiv airport.
The 298 passengers and crew killed on the Amsterdam to Kuala Lumpur flight had been “dreaming about their holiday destinations, but the flight was downed in peacetime over the territory of Ukraine,” he said.
“I am absolutely sure and I want to assure you we will do everything we can in order to find those responsible.
“Sharing our common grief, we absolutely assure you that those people guilty of this terrorist act will be punished.”
Mr Groysman spoke on the tarmac of Kharkiv airport as representatives and ambassadors from the affected nations, including Holland, Malaysia, Australia and Britain, watched the first remains loaded onto the aircraft.

10.55 Ministers have been kept in the dark about arms sales to dictatorships, a new parliamentary report has found as it emerged that hundreds of weapons shipments to Russians were approved by the Government despite an embargo in the wake of the Crimean annexation. Matthew Holehouse reports:
A report by MPs found that of 285 export licences to Russia, worth a total of £131 million, just 34 have been cancelled under a promise by William Hague in March to end any licences that could be used by the Russian military or state agencies to destabilise Ukraine.
Downing Street insisted that none of the remaining licences permitted exports to the Russian military, and said they could include sporting rifles.
The cancelled licences included air-to-air missiles and warship components.
But the licences that British manufacturers and brokers were allowed to keep included weapons sights, sniper rifles, bomb-proof suits, unmanned aerial vehicles, military helicopter components and cryptographic equipment, the MPs claimed.
A shipment of surface to air missile components that was not cancelled was destined for the Brazilian navy that has permission to dock in Russian ports, the Department for Business said. 
 
10.47 David Cameron has dismissed criticism that the sanctions agreed by EU leaders yesterday were too soft, saying that they have already damaged the Russian economy. The Telegraph's Steven Swinford reports:
Speaking in Scotland, Mr Cameron said: "There was some progress made in terms of identifying more of the cronies and oligarchs that need to have travel bans and asset freezes put on them. It does affect him [Putin] directly.
"The effect of the sanctions has cut the Russian growth rate from 3 per cent to almost zero per cent. It has seen a reduction in the Russian stock market, a reduction in the rouble. The pressure is telling but we need to do more."
He said that Europe made "good progress" in Brussels yesterday. He said: "I think we have made some good progress. The sanctions are really in respect of the broader picture which it to me what caused the downing of this jet was - the fact Russians were allowing weapons and support to the separatists in the Ukraine. They were denying the integrity of a modern European state. I don't think Europe can stand idly by."
 
10.28 The black boxes from MH17 have been delivered to Britain for expert analysis, the UK government has said. AFP reports:
The recorders have been delivered to the Air Accidents Investigation Branch headquarters in Farnborough, southwest of London.
"We can confirm that the two black boxes from MH17 have been delivered by the Dutch Safety Board to the Air Accidents Investigation Branch at Farnborough for download," a Department for Transport spokeswoman told AFP. 
 
10.06 Bill Clinton has paid tribute to the HIV researchers and campaigners who died aboard MH17, telling a global AIDS summit in Australia that the world must take a firm stand against those responsible. Jonathan Pearlman reports:
The former United States president painted a stark contrast between the brutality of those who attacked the Malaysia Airlines plane and the pioneering work of AIDS researcher Joep Lange and his wife and four other campaigners who were aboard.
"He [Dr Lange] and the five other colleagues we lost lived lives which are overpowering in their contribution to a shared future," Mr Clinton told the summit in Melbourne.
"Those who shot them down and who provided the means to do so represent the other side in our struggle to define the terms of our interdependence: the open hand against the clenched fist, inclusive politics and economics versus division and dominance, cooperation against control, life against death."
 
09.47 Latest from Harriet Alexander in Holland:
Dutch media is now saying that only 40-50 bodies of victims in total will be returned to the Netherlands today. There were 298 people on board, including 198 Dutch passengers .
Earlier today we thought around 60 Dutch bodies would be returned home this afternoon.
09.22 As reported in this morning's Telegraph, Russian oligarchs have begun shifting assets out of London as sanctions loom over MH17. Peter Dominiczak and Matthew Holehouse report:
Russian oligarchs are moving money out of London following threats of tough financial sanctions in the wake of the attack on Flight MH17, Downing Street has said.
Allies of Vladimir Putin are understood to be reacting after British demands to punish the Russian president’s “cronies”.
The European Union on Tuesday agreed to draw up a list of Russians who will face sanctions following the downing of the Malaysia Airlines plane, which killed 298 people.
No 10 refused to say which oligarchs were being targeted because of the risk of “asset flight”.

09.10 Dutch newspaper De Telegraaf carries a striking image of the wreckage on its front page, with the headline: "This is the proof".

The article says that the plane was shot down by a Russian-made missile.
De Volkskrant's front page shows the Australian Boeing C-17 in Eindhoven, preparing to fly to Kharkiv to bring the bodies back. The headline simply reads: "National day of mourning"

08.55 Ben Farmer has arrived at Kharkiv airport, where the British ambassador to the Ukraine is present to see off the victims' bodies on their flight to the Netherlands:
British embassy officials, including the ambassador, Simon Smith, are at the airport.
He said he had "enormous respect for the families and their understanding that this is an extremely difficult operation that requires an awful lot of different nations coming together".
He said no British relatives had made the journey to Kharkiv to meet the bodies.
A British forensic expert is expected to accompany the first flight, a C130 Hercules, when it flies to Eindhoven.
British officials will also be in the Dutch City to meet it.

08.25 While events progress on the ground in Ukraine, the EU prepares to continue discussions over sanctions against Russia today. This follows yesterday's agreement of "concrete proposals" to draw up a list of individuals close to Vladimir Putin to be targeted.
The Press Association reports:
EU foreign ministers meeting in Brussels agreed "concrete proposals" to draw up a list of the Russian president's associates who would be subject to punitive measures, Foreign Secretary Philip Hammond said.
The first names will be considered at a meeting tomorrow, where ministers will also look at broader sanctions such as arms embargoes and access to capital and hi-tech goods.
Mr Cameron has openly criticised a "reluctance" on the part of some European nations to take stronger action against Moscow, saying it would be "unthinkable" in the UK to go ahead with a French deal to sell helicopter carriers to Russia.
But MPs have warned that Britain is itself continuing to export tens of millions of pounds worth of arms and other dual-use military equipment to Russia.
The Commons Committees on Arms Export Controls said that 251 export licences for the sale to Russia of controlled goods worth at least £132 million remained in force.
Despite a promise in March by the then foreign secretary William Hague to stop military sales to Russia which could be used against Ukraine, it said that just 31 licences had been revoked or suspended while Russia had been removed as a permitted destination on three others. 
 
08.10 Ben Farmer reports that the first bodies have now arrived at Kharkiv airport, where an honour guard is forming up to greet them:
A refrigerated truck, believed to be full off bodies, left the Malyshev factory in Kharkiv at around 9.30am [7.30am UK time].
The truck made the short journey to the nearby airport under police escort and accompanied by Dutch investigators.
An honour guard of Ukrainian military personnel in blue uniforms with gold braid is forming up in one of the airport's hangars.
 
07.52 Harriet Alexander is in the Netherlands this morning, where the victims's bodies are due to arrive this afternoon at Eindhoven:
Today has been declared a national day of mourning in the Netherlands - the first since 1962, when Queen Wilhelmina died.
At 4pm local time we are expecting the first plane carrying bodies of the crash victims to arrive at Eindhoven - where King Willem-Alexander, Queen Maxima and Prime Minister Mark Rutte will be waiting.
We're told the bells will be rung across the country as the plane touches down.
The bodies will then be taken with a police escort to Hilversum, 100km away, where the identification process will be carried out.
We're hearing that 66 of the 198 Dutch victims have been identified and will be landing today.
 
07.37 The Telegraph's defence correspondent Ben Farmer is in Kharkiv, where the first truck of bodies has left the tank plant at which they were stored overnight, and is now being driven with a police escort through the city, presumably to the airport:

07.15 Overnight, US intelligence found that there was no direct link to Kremlin in plane downing although senior US intelligence officials maintained that Russia was responsible for "creating the conditions" that led to the shooting down of Malaysia Airlines Flight 17.
The intelligence officials were cautious in their assessment, noting that while the Russians have been arming separatists in eastern Ukraine, the U.S. had no direct evidence that the missile used to shoot down the passenger jet came from Russia.
The officials briefed reporters on Tuesday under ground rules that their names not be used in discussing intelligence related to last week's air disaster, which killed 298 people.
The plane was likely shot down by an SA-11 surface-to-air missile fired by Russian-backed separatists in eastern Ukraine, the intelligence officials said, citing intercepts, satellite photos and social media postings by separatists, some of which have been authenticated by U.S. experts.
But the officials said they did not know who fired the missile or whether any Russian operatives were present at the missile launch. They were not certain that the missile crew was trained in Russia, although they described a stepped-up campaign in recent weeks by Russia to arm and train the rebels, which they say has continued even after the downing of the commercial jetliner.
In terms of who fired the missile, "we don't know a name, we don't know a rank and we're not even 100 percent sure of a nationality," one official said, adding at another point, "There is not going to be a Perry Mason moment here," a referenc to a fictional detective who solved mysteries.
